LAHORE: Two members of the Board of Governors of the Pakistan Cricket Board (PCB) are still working on their posts though their terms as elected representatives in their respective regions have ended.

Gulzada’s tenure as president of the Peshawar Cricket Association ended in January 2017 whereas the three-year term of Karachi Cricket Association’s president Ijaz Faruqi ended this month but the PCB has yet not disassociated them from the BoG which is a violation of its own constitution.

According to the PCB’s constitution, no BoG member can continue as a member if his three-year term as an elected official of his respective region has completed.

Clause 10-2 of the constitution says: “Where a member being representative of the region, service, organisation or department completes his tenure or his office falls vacant for any reason whatsoever or if he is removed by the appointing authority, such representative shall cease to be a member of the Board of Governors forthwith and any replacement appointed by the relevant appointing authority shall only hold office for the remaining term of the removed member.”

Interestingly, the PCB Election Commission office has yet not announced dates for fresh elections of these two regions despite the elected term of three years have passed.

Had the prime minister accepted resignation of PCB chairman Shaharyar Khan, sent to him on March 31, and fresh elections for the PCB chairman been held, Gulzada would have cast his vote in favour of or against the new PCB chairman as an illegitimate voter.

BoG’s formation is mentioned in clause 10(e) of the PCB constitution, which states: “Four representative members of the regions shall be from top four finishing teams of the latest Quaid-i-Azam Trophy Tournament and the four representative’s members of service organisations/departments shall be from top four finishing teams of latest President’s Trophy Tournament.”
