Army wants joint anti-terror fight with Afghanistan

ISLAMABAD: After days of talking tough on Afghan­istan in the aftermath of recent militant attacks, the Pakistan Army on Monday spoke about fighting terrorism jointly with Afghanistan.

The change in mood at the military headquarters coincided with the receipt of a demarche from the Afghan foreign ministry demanding arrest and handover of 85 leaders of Taliban, Haqqani Network and other terrorist groups and action against 32 alleged terrorist training centres, besides a warning that continued violence would push Kabul to seek international sanctions against “terrorist groups and their supporters”.

The Afghan demands came after Pakistan handed over a similar list of 76 Pakistani terrorists based in Afghanistan.

The Inter-Services Public Relations (ISPR), in a statement issued after what was described as a ‘high-level security meeting at GHQ’ chaired by Chief of the Army Staff Gen Qamar Javed Bajwa, said: “Pakistan and Afghanistan have fought against terrorism and shall continue this effort together”.


Kabul says it has delivered a list of 32 terror camps on Pakistani soil


The comments clearly contrasted with the earlier tone which bordered on unilateralism. The military had soon after the suicide attack at the shrine of Lal Shahbaz Qalandar in Sehwan closed down border crossings with Afghanistan and the troops pounded ‘terrorist targets’ along the border. Gen Bajwa had himself told US commander in Afghanistan Gen Nicholson that the Afghan government’s inaction against terrorists was testing Pakistan’s policy of cross-border restraint.

Media reports also said that Pakistan had sent reinforcements to the border and deployed heavy armaments.

ISPR quoted Gen Bajwa as explaining at the meeting that “enhanced sec­urity arr­angements along Pak-Afg­han border were for fighting common enemy”. He also repeated the oft-mentioned refrain of targeting “terrorists of all hue and colour”.

Gen Bajwa issued directives for cooperation with Afghan forces in checking “illegal movements” and welcomed Afghan proposal for cooperation against terrorism.

Responding to Pakistan’s demand for action against 76 terrorists who have taken up sanctuaries in Afghanistan, the Afghan presidency had reminded Islamabad of an agreement reached during Quadrilateral Coordination Group talks about fighting terror and sought its implementation.

Meanwhile, the Afghan foreign ministry said it hoped to cooperatively work with Islamabad against terrorism under the Quadri­lateral framework that also included the United States and China.

It said it delivered a list of 85 Taliban and Haqqani Network leaders and 32 terror camps on Pakistani soil, which it claimed were involved in “crimes against people of Afghanistan”.

It said Pakistan had positively received the Afghan lists and expected that action would be taken against people and facilities of concern to it.

Alluding to Pakistan’s support for relaxation of UN sanctions against Taliban, the Afghan foreign ministry said it would push for further sanctions against “terror groups and their supporters” through the UN and other international fora.

In the meantime, Afghan defence ministry has described Pakistani shelling of the border areas as an “act of aggression” and called for resolution of the issue through “diplomatic means”.

I was just looking at news with various channels. Its not about pakistan or Afghanistan or India. Just think over it....what on earth are we discussing. All the countries of this part of the world should have been discussing on how can we have a joint economic zone. Who takes manufacturing of what sector. I would have loved it if there were disagreements on this issue. Fact is we cant even agree on a very basic thing....as basic as fight against terrorism. Huh.

With this positive contribution a new opportunity is rising at the horizon for India-Pakistan-Afghanistan to stop giving all kind of support of any militant organisations, block their finance module, training camps and restore peace in this region. If Gen Bajwa continue his distance with politics of the Country and concentrate on only capacity building, strengthening the internal security systems, seal the borders all across it will completely change the image of the country globally. The country will prosper with foreign investment and growth.

Great development. Fight vs terrorism is a ling term and painful process. One can not win through ego and emotions but intelligence and collaboration. Nothing can be solved through wars and agression. The whole world could not defeat Taliban in more than 15 years, through Military power. The fact is that Afghanistan is a basket case which has nothing to show after over US$ 70b of military and social aid per year for over a decade. We should gift it to India and let them deal with the rot. As far as our policy, we should fence the border (which will stop terrorists crossing from both sides) and carry out the work that has started.

A couple of days ago I was sitting with my friend and I saw this headline that an IED or something exploded in some road in Afghanistan and as a result 11 people died and 8 of them were children. In my opinion if someone is involved in killing of civilians and they are operating from our soil we should take stern action against them. Fighting occupational forces is a different thing but if any group is involved in killing of innocent citizens then its terrorism.

If NDS has supported ISIS in Sehwan blast, then according to this calculation NDS had supported ISIS in that blast of Kabul, which left 30 dead and more than 100 injured. It means NDS is acting against its own people.

Its a genuine and valid demand by Afghan Government because Afghanistan wants to provide protection and security to its citizens. But Pakistan must keep the borders with Afghanistan sealed and send the Afghan refugees back to their country because now they can move to their homes easily.

@Qamar Ask an Afghani and they will say that Pakistanis have always sided with the US. Ports, roads, airbases all were at the disposal of US Armed forces. The Chinese engagement is just a eyewash. American and Pakistani relationship is like the one it has with Saudia. America will never leave Saudia and vice versa and never leave Pakistan for many reasons.

Exchange of list of terrorists between Afghanistan and Afghanistan exposes the weakness of both governments. They can't order each other. They can't compromise. Very tricky situation like of North and South korea who are foes at UN but neighbours on map . You have to sustain and no option.

@Swaroop .... Whatever aid Pakistan might be getting in terms of Afghan refugees, we are at loss atleast by 4 folds. What we are getting in return by these Afghans is guns, terror blasts, and drugs. Moreover, none of the Afghan refugee is a contributor to the welfare of Pakistan (as in case of immigrants in other parts of the world). Each one of them is illiterate and problem causing.

@Ali.I agree with you that if we want to eliminate terrorism in Pakistan and Afghanistan, we have to work together.This is the only way we can defeat them.The Afghan and Pakistan border is mountainous terrain and very porous.These extremist groups go back and forth after committing terrorist acts. Most of the rural areas where Pakistani Taliban live are not under the Afghan govt control. In order to eliminate these groups,we need to coordinate our operations with Afghan govt if we really want peace/progress in our country.Every time there is an attack on Pakistani soil, immediately we start arresting Afghan people without any evidence of crime or wrongdoing.We start designating the entire population of Afghans as potential terrorists.Most of these people came as refugees in the 70's or were born on Pakistani soil.If we want these people on our side, let us not harass them without any evidence of crime.Let us not give sanctuary to the extremists and let us hand them over to Afghans.
