PESHAWAR: Khyber Pakhtunkhwa has allocated Rs161 billion for its 2016-17 Annual Development Programme (ADP), which is eight per cent smaller than the outgoing year’s allocation.

The provincial component of the ADP is about Rs125bn, of which the government will finance Rs113bn while Rs12bn will be acquired through internal borrowing. The ADP portfolio also comprises foreign-funded development schemes to the tune of Rs36bn.

The ADP comprises a total of 1,516 projects, of which 1,237 are ongoing and 279 are new projects. About 54pc allocation has been made for 1,237 new projects while the remaining 46pc has been earmarked for new projects.

In his budget speech, KP Finance Minister Muzafar Said said the government has to cut outgoing year’s ADP from Rs174.88bn to Rs135.9bn. Moreover, the provincial component of the programme was slashed from Rs142bn to Rs113bn, while foreign-funded component was reduced from Rs32.88bn to Rs16.82bn.

In the ADP for FY17, the provincial government has allocated Rs12.45bn for the 72 projects in the elementary and secondary education sector. It will also set up about 200 smart schools, turn 100 religious seminaries into schools and will also establish 160 primary and 100 secondary schools.

An allocation of Rs4.78bn has been allocated for 60 projects in the higher education sector. The government will also set up 10 new colleges during the year, while academic blocks will be set up at the Ghulam Ishaq Khan Institute of Science and Technology Swabi.

About Rs10.54bn has been earmarked for the health sector. The health department will start a five-year KP Immunisation Programme in support with GAVI Fund, while an integrated programme to control human immunodeficiency virus (HIV), hepatitis and thalassaemia will also be launched, while work on Peshawar Institute of Cardiology will also be completed besides procuring machinery and furniture.

The province will provide free treatment to a total of 3,500 cancer patients under the ADP, while KP Institute of Neurosciences and Clinical Research will be set up in Mardan. Besides, Rs4.15bn has been set aside for 89 projects in the drinking water sector.

The provincial government has dropped all projects proposed by the energy and power department. Instead, the department will utilise about Rs15bn from the hydroelectric development fund (HDF) for new energy projects.

A meagre Rs40 million has been allocated to detailed studies of several hydroelectric power projects across the province. The sports, tourism and culture sector has been allocated Rs3.11bn for 59 projects.

An amount of Rs33.9bn has been allocated to the district ADP. Three tiers of the local government, district governments, and tehsil municipal administration will get Rs8.66bn each, while village and neighbourhood councils will get Rs10.91bn.

Moreover, Rs2.42bn has been allocated for 59 projects to improve law and order, including establishment of joint police training centre phase-II Nowshera, establishment of model police stations at tehsil level across the province and reconstruction of central jail in Dera Ismail Khan.

Also, Rs5.55bn has been earmarked for urban development, Rs6.93bn for irrigation, Rs3.98bn for agriculture, Rs1.46bn for industries, Rs620m for mineral development, Rs2bn for forestry, Rs60m for environment and Rs730m for food.

Under the foreign funding, the Asian Development Bank will provide loan for the development of renewable energy in KP, construction of micro hydels, solarisation of schools and health units and mass transit system in Peshawar.

The World Bank will provide loans for open source revenue generation and Japan International Cooperation Agency for emergency rural road rehabilitation project.

The ADP will also provide grants reference design of Peshawar Mass Transit System, while United Nations Development Programme will fund strengthening of rule of in Malakand, community resilience in Malakand, youth and social cohesion project, strengthening local government in KP.

GAVI will fund KP Immunisation Support Programme, while USAID will finance Gomal Zam Command Area project and establishment of Urban Policy Unit.

In addition to this, KFW, UNICEF, GTZ, EU, AUSAID, MDTF, DFID and CIDA will provide grants to the provincial government for various projects.
