PESHAWAR: The Provincial Civil Service Association (PCSA) through a letter on Thursday asked the Khyber Pakhtunkhwa chief secretary to take action against North Waziristan Agency political agent Kamran Afridi for allegedly victimising a provincial service officer who was working as assistant political agent (APA), Razmak.

The letter, a copy of which is available with Dawn, says that the association had taken a strong notice of the manner in which Fahd Ikram Qazi, then APA of Razmak, has been unceremoniously reported to the commissioner, Bannu, earlier last month.

Mr Qazi was transferred on March 25 and directed to report to the commissioner, Bannu, after a tug of war between the two officers. Both the officers have accused each other of several instances of wrongdoings.

It says that the association, which represents around 750 officers, firmly believes that the treatment meted out to Mr Qazi was an organised victimisation as a fact-finding committee was constituted on March 15, 2016 to inquire into the issue of non-attendance of meetings and casual attitude without fulfillment of the necessary formalities.

It noted that the manner in which the APA was stopped at Saidgi checkpost by the army and not allowed to enter NWA on March 23 on the PA’s orders was a criminal misuse of authority against a legitimate government officer.

It said that this act could have led to a serious threat to the life of Mr Qazi, who was not aware of any such orders.

The incident was reported to the competent authority there and then, yet instead of inquiring the matter against the political, Mr Qazi was further victimised and prematurely transferred.

It noted that the PA further attempted to defile Mr Qazi’s reputation by making statements in press referring to his transfer due to corruption. The letter notes that the office of chief secretary being custodian of all services is yet to take disciplinary action against the North Waziristan PA.

It warned that in case of inaction the association could officially register a protest against Kamran Afridi, a PAS officer, with the Establishment Division and prime minister’s office.
