CHITRAL: The All Contractors Association has accused the Chitral Integrated Area Development Programme (CIADP) managing director of committing irregularities in the programme’s execution and demand action against him.

ACA Chitral president Noor Ahmad Khan told a news conference here the other day that the CIADP chief had violated the programme’s terms of conditions many times.

“The (CIADP) managing director had invited tenders from the registered contractors for the construction of additional rooms in different government schools. However, instead of awarding the contract, he wants to get the work done by local organisations in sheer violation of the programme’s working codes,” he said.

Mr Noor Ahmad said dozens of contractors had floated bids for the work and the lowest bidder was declared successful but later, the process was cancelled without reason.

He urged the Norwegian ambassador, the economic affairs secretary and provincial chief minister to take notice of the irregularity for necessary action.

The ACA Chitral president said the local organisations had no expertise for carrying out the work in question in line with the prescribed standard and specification, so there was a high likelihood of around Rs50 million funds going to waste.

He said the programme’s terms of references didn’t allow the direct purchase of construction material to be supplied to the community, so open tenders should be invited to award the contract to qualified contractors for the said work.
