A cry for help: water blocked

I RETIRED from the Pakistan Army in 1999 as lieutenant-colonel. I own three acres of agricultural land in Deh Jamshoro, Qasimabad, Hyderabad. I irrigate this land through government-sanctioned watercourse L-8 on Fasadi Wah.

A builder in connivance with the office of the Mukhtiarkar, Qasimabad, has illegally constructed a housing scheme between my land and Fasadi Wah and usurped the watercourse L-8 and buried it.

This has resulted in the drying of my land, besides having other negative implications. The SDO and Darogha of irrigation, on the instructions of the executive engineer, Kotri barrage, visited the site to verify the facts on May 16.

Although sympathetic, they showed their helplessness because they said the scheme, which is named Mustafa Bangalows, belonged to their boss.

The executive engineer, however, after verifying all facts issued a letter to his SDO for launching an FIR against the managers of the housing scheme on May 20.

I also approached the irrigation secretary on his visit to Hyderabad. He promised action. I was called by the builder in his office on May 21.

I was plainly told in front of one of his managers and other irrigation officials that the illegal occupation would not be given up, though he instructed the manager to unearth the portion of the watercourse buried by him.

This turned out to be a deception since no action has been taken since then.

The letter issued by the executive engineer for launching an FIR against the culprits was also put on hold.

Instead, I and my Haris are threatened. Nobody is responding. I find myself absolutely helpless. Is there somebody who can help me?

Sindh is suffering from a evil nexus of politicians, land-lords and bureaucrats. Corruption, nepotism and inefficiency are the characteristics of this government. All government jobs are for sale, you pay to get a post... The right to do corruption is considered as the basic human right for all government employees.. If a senior army officer is unable to get Justice, how can a common man get Justice in day to day affairs... The under-privileged people of the province lack the basic education, maturity and strength to improve the situation of the province... The process of elections in Sindh appears to be a mere drama...

This is unforgivable. Land of lawless people who have no respect for others. Being a Muslim nation, is the fairness that needs to be practised only of paper value and nothing else?

If you believe me might is right in Pakistan. So if you have courage and some military or political backing then shoot the builder and no body will dare to look at your property.

I wouldn't say that what happened with this man is justice or we should leave responsible personals alone but there is one thing I would like to ask Mr. Colonel that how did he get that land at the first place. It is not uncommon that Pakistan Army and their officers receive extra ordinary treatments and benefits. We have countless examples of how military people exploit their position and use their uniform for their own uses. In DHA Karachi, military people earned millions of rupees for the land worth thousand. The way he is treated, normal people are being treated the same way every day. So somewhere in my heart I am a little happy that now he knows how does it feel to be a normal guy.

A sincere advice for you is ... to sell the land and get out of that place as nobody will help you in this matter and sooner or later you will be forced to move out of that land so earlier the better decision. all the related people are the part of this system and get some money back in various forms so you stand no chance to fight a legal action and get some justice.
khan May 30, 2013 01:57pm
Dear col, do not worry , your army has imposed such leaders on us. This is the fruit of your leadership and now enjoy.

Will Sindh remain a wild jungle where anyone can get away with what he wants. Who knows better than the concerned SE of Irrigation Department and owner of illegal housing scheme that it is illegal to bury the water course. It's time somebody takes notice and let the people know that law also exist in this beleaguered province. Isn't this a fit case for NAB to investigate?
Nisar Maher May 30, 2013 04:09pm
No he should not sell the land. He should fight it out.
MB khan May 30, 2013 06:54pm
this has been the reason IK was n is in the favour of new Pk, but no wonder he was not succeed in his mission, coz our public is corrupt & they don't want change, or perhaps i should say change is inevitable in our society. if an ex-army can't find the way out to secure his land, so how could v expect to a common man to raised against these culprits fudals. God help the nation.
