Hyderabad jail superintendent replaced

HYDERABAD, Sept 5 Sindh IG prisons Mushtaq Shah replaced Hyderabad central jail superintendent Muzaffar Alam Siddiqui on Saturday and asked him to report to provincial jails headquarters.

The IG told this correspondent “We were not satisfied with his (Siddiqui's) performance as superintendent jail so we have replaced him and additional charge of jail is lying with DIG prisons Hyderabad.”

He said there were many things of administrative nature that led to his replacement, but no charge-sheet or show-cause notice was issued to him. No inquiry would be conducted.

The IG said he was trying to improve administrations of jail for which he was taking measures, but did not elaborate the point.

Jail sources said there was no coordination between jail superintendent and Hyderabad jail DIG Allauddin Abbasi.

The DIG had expressed his displeasure and unawareness when the outgoing superintendent had organised Independence Day functions and kept jail open for under-trial prisoners. The DIG had reported it to the IG Prisons, saying that he was not informed about holding functions.

The IG said there were many other things besides allowing prisoners free movement that forced his transfer.

The IG prisons of Sindh while appearing before the Sindh High Court, Hyderabad circuit, had candidly admitted that jail officials were not in a position to discipline prisoners who often resorted to violence. Justice Amir Hani Muslim, who had initiated suo motu proceedings in jail affairs while taking notice of torture of a prisoner, Shahrukh Khanzada, had asked him to submit a policy before the court as to how he planned to bring improvement in jail.

The matter is fixed before the court on Sept 10.
