SWABI, Dec 9: Fifty PTC teachers, who were promoted to the CT posts in August this year, have been deprived of BPS-14 and annual increments, it was learnt here on Monday.

Sources in the education department said that 50 teachers were working as PTC teachers, against vacant CT posts. They termed the move as ‘promotion’ as, they thought, all their previous service would be counted. The officials of the education department, however, took the stand that those were appointments rather than promotions, insisting that they were not eligible to get BPS-14 and have to work in BPS-9.

According to rules, the sources said each teacher who was appointed as CT teacher and had bachelor degree with second division, should be awarded BPS-14. All the working teachers who fulfilled these conditions had already availed this benefit and are getting salaries in BPS-14.

The affected teachers had claimed that they fulfilled all the required conditions and should be given BPS-14 like their colleagues and if the officials continued to deny the upper grade they would have no option but to seek relief from the service tribunal.

The officials have told them that after revising their pay scale in 2001, the selection grade, advanced increment and move over to the next grade had been stopped and they would have to work in grade-9.

However, the teachers told them that it had not been mentioned in the new rules that those appointed against the CT posts should not be given BPS-14.
