IN November 2009 an apartment building project was jointly launched by the Pakistan Housing Authority and a reputed builder in Scheme 33. My nephew, an expatriate, booked a two-bedroom apartment and has been paying quarterly installments regularly.

Owing to the delay in starting construction work, I wrote to the director who replied in September 2011 that work had started in full swing and that the project would be completed by the end of 2013, which is the original date of handing over of the project.

Last week I again checked their website for progress but was disappointed to find that the building has not emerged above the ground level.
