LAHORE, Oct 31: Legislation for constitution of various departments under the new district government system would be completed in November, Minister for Local Bodies Hamid Saeed Akhtar said here on Wednesday.

Speaking to the participants in the training workshop for Nazims and Naib Nazims of 25 union councils of Nishtar Town, he said three to four notifications were being issued in this regard.

The minister said the benefits of the new system would reach the public after the institution of justice committees, arbitrary councils, district ombudsmen, minor causes courts and district public safety commissions.

Replacing the 150-year-old system within one year and a half was itself a big achievement, he said. The people creating doubts about the success of the new system had vested interest in the old obsolete governance system.

The past rulers had taken six years in preparing rules of business for local government ordinances, but the present government had done the job within two months, he said.

The authorities concerned at present were working extra hours to amend 27 laws and 61 departmental rules, he added.

Answering a question, the minister said for the time being honorarium could not be paid to (73,500) councillors as it would cause a huge cut in allocations for development schemes.
