SWABI, June 19: A Rs58 million Swabi tehsil budget for 2004-05 was presented here on Saturday which estimates expenditures at Rs56.5 million.

Tehsil nazim Masood Jabar unveiled the budget in the Tehsil Municipal Administration Hall.

He said that Rs35.5 million had been allocated for non-development expenditure.

He said that Rs550,202 had been set aside for secretariat administration, Rs856,131 for general administration, Rs1,360,846 for finance department, Rs1,120,686 for regulation, and Rs1,930,271 for infrastructure.

Likewise, he said, Rs3,652,540 had been earmarked for urban council Swabi, Rs2,324,707 for urban council Topi, Rs1,429,384 for urban council Zaida and Rs1,508,979 for urban council Kernal Sher

Similarly, he said, Rs7,072,306 had been allocated for 'other' staff of Tehsil Municipal Administration.

He, however, noted that the surplus staff had greatly burdened the tehsil's meagre financial resources.

He said that a total of Rs23.5 million would be spent on development works. Giving details, he said Rs170,000 had been set aside for tree plantation, Rs30,000 for civil defence, Rs1,334,603 for small works, Rs3,000,000 for ongoing schemes, Rs200,000 for PTCL and telegraph and Rs7,064,314 for Citizen Community Board.

The Annual Development Programme is worth Rs9,008,574. The fund, he said, would go into different projects in the 39 union councils of TMA.

Besides, he said, each union council would also get Rs400,000 for infrastructure.

Listing the main revenue sources, he said that the federal government would provide Rs9,106,809 as octroi share, property tax would yield Rs11,650,000, buildings would bring in Rs164,000, license fee Rs536,500 and vendors Rs800,000.

The tehsil council would get Rs15,200,000 from the general bus-stand, Rs6,100,000 from Malajats, Rs177,000 from slaughterhouses, Rs220,000 from Tanga adda, Rs320,000 from Juma Bazars, Rs610,000 from water supply and Rs170,000 from TMA plaza.

Before the budget speech, some opposition members said that they wanted to know how councillor Sultan Ali had spent Rs70,000.

Some of them charged that he might misappropriate the money meant for tree plantation.

They said the plantation process should be made transparent.
