MULTAN, Feb 17: The Multan Bench of Lahore High Court has sought a report from the Bahaudin Zakariya University on a petition filed by a BBA student against revision of grading plan by the vice-chancellor without approval of the academic council.

Petitioner Muhammad Awais Rafique stated in his petition that he had got admission to university's Institute of Management Sciences for the BBA session for 2003-05.

In the examination following the first semester, he was declared fail in two courses and dropped. His result card revealed that he had secured 55 marks in one of the courses.

He contacted the IMS director to inquire why he was declared fail in the course even though he had secured the Grade C.

The petitioner said that the IMS director told him that the university vice-chancellor had revised the grading plan and now one had to obtain 60 to 70 per cent marks in order to qualify for Grade C.

On further inquiries, he found out that the VC had revised the grading plan using emergency powers under Article 16(3) of the university calendar. He argued that the VC could not alter the rules through emergency powers.

For the purpose, the university management had to go to the relevant forums, which in this case were academic council and the syndicate.

Declaring replies of the BZU VC and the IMS director unsatisfactory, Justice Jawwad Khwaja enlisted the petition for regular hearing on March 31. The court directed the university to allow the petitioner to attend classes.
