ISLAMABAD: The Federal Investigation Agency (FIA) has booked seven officials of the Capital Development Authority (CDA) for their alleged involvement in fraudulent allotment of 10 plots in Sector I-12.
Member Estate Mohammad Zaman Wattoo recently unearthed the alleged scam, pointing out that 10 plots in the sector were allotted fraudulently.
Subsequently, the FIA collected the record of all 10 plots and on Wednesday the investigation agency registered an FIR against the seven officials and officers of the CDA.
Those who have been booked by the FIA included two former directors land, a deputy director general, beneficiaries of plots and the legal heirs of a deceased landlord.
Case registered after probe revealed 10 plots in I-12 were allotted fraudulently
According to the FIR, the role of the then member Estate and an assistant director Land Revenue and others will be ascertained during the course of investigation.
According to the FIR, plots measuring 30x60 were allotted in Sector I-12/4 allegedly on the basis of bogus documents. “Consequent upon the conclusion of inquiry 35/2024 of FIA, it was revealed that officers/officials posted in CDA Land and Rehabilitation Directorate Islamabad made bogus allotment of 10 plots,” read the FIR.
Sources said that approval of the allotment was made in 2017 and the procedure was completed in 2023.
The sources said that recently the member Estate conducted a probe, which revealed that the plots were allotted to the legal heirs of a deceased landlord illegally as he had already received land in Tehsil Jalalpur Pirwala, Multan. Therefore, he was not entitled to get plots in Islamabad.
The sources said during the investigation the member Estate came to know that while allotting the plots in I-12, the fact that the deceased had already been given land was concealed by the CDA officials.
Member Estate clearly mentioned on the file that allotment of these plots was made on bogus documents.
Subsequently, the FIA also swung into action and collected details of the cases from the CDA before registering the FIR.
In the sectors, there are two categories of plots: those sold by the CDA through open auctions, and those allotted to people whose land was acquired for the development of Islamabad. Under the policy, the affected persons are entitled to alternative plots either in Punjab’s colony districts or in CDA-developed sectors as compensation.
“During the last 15 years, many cases of fraudulent allotments of plots by CDA have surfaced. Several inquiries were initiated by the CDA itself and several others conducted by the FIA. Many inquiries were still pending with FIA and the CDA.”
