KARACHI: The judicial commission formed to investigate the circumstances and possible negligence in the Mir Raza Ali murder on Monday inspected the crime scene and surrounding places in a Gulistan-i-Jauhar locality.
The one-man commission headed by Justice Omar Sial of the Sindh High Court noted that closed-circuit television (CCTV) cameras were installed at various places covering the crime site and the route used by the victim. However, it was informed that the main CCTV camera, installed at a mosque near the crime scene, was not functioning due to load-shedding on the day of the incident.
After an extension granted by the provincial cabinet last week following the expiry of its 30-day tenure, the commission resumed its hearing on Monday and decided to visit the place of incident, from where the body of the victim was found.
The commission in its order said a journalist had suggested that it had only seen visuals of the place of the incident and that it should also visit the place. The commission found the suggestion useful and noted that such a visit would certainly add weight to the recommendations to be made by the commission to the government.
Besides the IO and other police officials concerned, Justice Sial was also accompanied by the victim’s father Mir Hussain and sister Alisha along with their lawyer Jibran Nasir and additional secretary-home Javed Ahmed Abro.
The order further stated that the IO had pointed out the place where, according to him, the online taxi driver had dropped Mir Raza and therefore, the commission has also visited a guesthouse located near the crime scene.
The commission said that the IO has also pointed out the route through which the victim was last seen proceeding towards a nursery adjacent to the crime site and the place where Mir Raza was seen in CCTV footage throwing something.
“It was observed that CCTV cameras had been installed at various houses, shops, and offices situated near the place from where Mir Raza was going towards the nursery and his dead body was recovered. Approximately seven CCTV cameras had also been installed in the mosque, out of which two cameras covered the area from where the dead body was recovered,” it added.
However, the commission was informed that the main CCTV camera installed at the mosque and covering the area in question was dysfunctional at the time of the incident due to loadshedding.
It asked a senior official of K-Electric to submit a report regarding any scheduled or unscheduled loadshedding or power failure in the area surrounding the mosque and nursery in Block-I, main University Road Gulistan-i-Jauhar on July 28 at the relevant time.
