HYDERABAD: Amid a dispute over conduct of the Sindh Information Commission (SIC) during the June 8 inspection of Liaquat University of Medical & Health Sciences (LUMHS) students’ admission record, the commission has issued notices to the LUMHS vice chancellor and registrar asking them to show compliance of its Feb 24, 2026 order.

The notices were issued by SIC Commissioner Noor Mohammad Dayo on an application filed by Advocate Israr Chang, a former general secretary of the High Court Bar Association (HCBA), Hyderabad.

The SIC order has asked for certain information to be provided to the applicant.

Mr Dayo noted that through the Feb 24 order, the respondent VC and registrar were directed to provide the requisite information to the applicant within 10 days and submit a compliance report before the SIC.

Warns of action under Sindh Transparency and Right to Information Act in case of defiance

According to the notice, the period has expired and no compliance report was submitted by LUMHS to date which showed negligence on its part.

He directed the respondents to submit a compliance report before SIC which should reach the commission within seven days of the receipt of this communication “failing which proceedings under Sindh Transparency and Right to Information Act, 2016 would be initiated”.

In his application, Advocate Chang has complained that the university did not have a designated officer as per the 2016 Act.

He wanted to go through the record of appointments in the Bilawal Medical College, including advertisement and eligibility criteria, selection committee proceedings, merit lists, interview evaluations and appointment orders and joining reports.

He also sought details of change in cadres of staff and the details of staff transferred from the college to LUMHS or any other affiliated institution. He also wanted to know whether appointment, cadre change, transfers were made in line with the Sindh Civil Servant (Appointment, Promotion and Transfer) Rules, 1974, and the LUMHS Ordinance, 2001. He also sought information regarding appointments in the Diagnostic & Research Laboratory (DRL) of LUMHS in tabulated form containing serial number and name.

SIC’s Feb 24, 2026 order has been attached with the notice.

According to the order, the university’s counsel said that the complaint was not maintainable under the law as the complainant didn’t file a plea before competent authority. The counsel said that advertisement and eligibility criteria were available on the official website of LUMHS and that the varsity was ready to provide other documents at cost.

SIC Commissioner has directed the respondents to appoint an official not below the scale of BS-16 as designated officer for filing of applications under the Act.
