ISLAMABAD: The engineering wing of the Capital Development Authority (CDA) on Tuesday requested the unit concerned to start the process of handing over possession of plots in the three new residential sectors.

The engineering wing through an official letter informed the director estate management about the plots which are ready for possession in the C-14-, I-12 and E-12 (partial) sectors. The letter pleaded for early start of handing possession of ready plots stating: “Allottees are pressing very hard for getting possession of their plots.” The letter also carried details of ready plots in the three sectors.

Sources said that majority of plots in sector C-14 and I-12 are ready with around 90pc development work and around 1,500 plots in three sub-sectors of E-12 are also ready while there is no sign of development in E-12/4.

However, so far, there is no provision of electricity and water in these three sectors. “Handing over possession of plots will be a great relief for allottees. CDA should also take steps for provision of electricity, gas and water,” said an official, adding that allottees of sector E-12 have been waiting to get possession of plots since 1989 and now after 37 years they are going to get possession, which is indeed a great news for them.

Plots ready for possession in C-14, I-12 and E-12 (partial) sectors, says engineering wing

The sources said the incumbent CDA management had decided to initiate development work in this sub-sector at the earliest and had recently directed the land directorate to resolve issues relating to legitimate land affectees and secure complete possession of E-12, particularly E-12/4.

Meanwhile, issues relating to the land affected people in several sectors remain unresolved, resulting in adverse possession and delays in development. These sectors include C-15, F-13, D-13 and E-13.

The CDA announced the Built-Up Property (BuP) Award for Sector C-15 in 2016, but compensation has yet to be paid to affected landowners. In recent years, the authority repeatedly announced plans to hold balloting for BuP allotment letters in C-15, only to postpone them later.

Similarly, the CDA had announced through advertisements that balloting for allotment letters in sectors F-13, D-13 and E-13 would be held in April this year, but the process was deferred. Meanwhile, compensation cases of sector C-13 are also pending.

Officials said compensation and allotment issues of land affectees in sectors C-16 and C-13 were also pending and CDA should resolve pending compensation of all sectors on priority basis for development work.

“All genuine affected people should be given compensation without any further delay and strict action should be taken against those who despite receiving full benefit against their acquired land and built up, still residing on CDA’s land,” said an official.
