ISLAMABAD: The management of Capital Development Authority (CDA) took notice of an alleged dubious tender, which was supposed to be opened on Monday, for market beautification worth over Rs1 billion.
The management of the civic agency directed the concerned wing to cancel it and go for the tendering process afresh after removing a controversial condition.
CDA recently called tenders for beautification work in four markets - Aabpara, Kohsar, Super Market and Jinnah Super Market. However, besides other conditions, the contractors were asked for a security clearance for the beautification work in markets.
“Actually, harsh criteria and rigid clauses hamper healthy conditions as few construction companies get required documents on time,” said a source.
He said it was expected that this condition will discourage healthy competitions amongst the contractors as getting police clearance is not an easy task for potential bidders.
However, sources said CDA Chairman Sohail Ashraf took notice of the issue and showed his displeasure over Procurement and Contract Administration Wing and Engineering Wing.
“Action of Chairman CDA is highly appreciable and hopefully it will serve as a warning for everyone.,” said an official source. He said flexible criteria will encourage healthy competitions which will help CDA get good rates.
According to the tender documents, CDA estimated Rs220 million for beautification of Aabpara market, Rs 84 million for Kohsar Market, Rs318 million for F-6 Markaz and peripheral roads and Rs395 million for beautification of Jinnah Super Market.
