PESHAWAR: The Khyber Pakhtunkhwa government in collaboration with UN Women formally launched the ‘Women Empowerment Policy 2026-2030’ here on Tuesday.
The policy was developed through a comprehensive consultative and evidence-based process led by Khyber Pakhtunkhwa Commission on the Status of Women (KPCSW) and the social welfare and women empowerment department.
The process also included technical assistance from UN Women under a gender equality programme supported by the German government.
Speaking at the launch ceremony, minister for law and parliamentary affairs Aftab Alam said the policy was not merely a document but a practical commitment by the government to safeguard women’s rights, dignity, and ensure equal opportunities for them.

He said the government would ensure effective implementation of women empowerment policy through legislation, institutional coordination and adequate resource allocation.
On the occasion, KPCSW chairperson Dr Samira Shams emphasised that success of the policy would depend on strong institutional alignment and effective monitoring. She said that building a just and inclusive society required women to be equal partners in the development process, adding that the commission would work closely with all relevant departments to ensure its implementation.
KPCSW secretary Shazia Atta briefed the participants on the key pillars of the policy. She highlighted measures aimed at enhancing women’s economic participation, securing livelihoods, expanding employment opportunities, and supporting women entrepreneurs.
She further noted that efforts would be made to strengthen education, healthcare, and social protection programmes to improve access to social services and human development outcomes. “The policy also focuses on strengthening women’s political participation and public leadership, increasing representation in decision-making bodies, improving legal protection and access to justice, and ensuring protection against all forms of discrimination and violence,” she said.
“Additionally, the policy underscores the importance of digital inclusion by expanding access to technology and reducing the digital divide. It also incorporates measures to enhance climate resilience and disaster preparedness, recognising that women are disproportionately affected by climate change and natural disasters,” Ms Atta noted.
Legal experts described the policy as a significant step towards achieving Sustainable Development Goal 5 and promoting gender-responsive governance in the province.
At the conclusion of the event, participants reaffirmed their commitment to working collaboratively across government departments, civil society, and development partners to effectively implement the policy and ensure tangible and positive change for women in Khyber Pakhtunkhwa.
Experts from various sectors, including Ayesha Bano, Maulana Mohammad Tayyab Qureshi, Qudrat, Uzair, Rukhsanda Naz, and others also shared their views on women’s empowerment, while secretary social welfare department Zakar Hussain elaborated on various aspects of the policy.
