ISLAMABAD: Minister for Housing and Works Mian Riaz Hussain Pirzada will perform the groundbreaking for the development of F-14 and F-15 sectors on Monday (today), as the Federal Government Employees Housing Authority (FGEHA) moves to accelerate the long-pending housing schemes in the capital.
FGEHA is also hopeful of launching the remaining two sectors - G-12 and F-12 - in the current year.
Recently, the authority awarded the contract for infrastructure development of F-14 and F-15 to the National Logistic Cell (NLC). The minister will formally inaugurate the project to mark the start of work.
FGEHA spokesperson Faiz Ahmed Sial said development work on the two sectors would be completed within three years.

“Now these two sectors are on the right track. After the groundbreaking by the housing minister, NLC will expedite the work at full pace,” he said.
In addition to F-14 and F-15, the authority is preparing to launch F-12 and G-12, he added.
“The layout plan and PC-I, with a tentative cost of Rs35 billion for F-12, have already been prepared by the consultant. The layout plan of sector G-12 is in its final stage. Once completed, the consultant will prepare the PC-I for G-12 and then we will proceed with the tendering process to start development work,” he said, adding work on both sectors would begin simultaneously.
Mr Sial said land awards for F-12 and G-12 had already been announced several years ago.
“When we launch these sectors, we will start making payments to landowners to obtain possession of land before initiating development work. We are hopeful of starting work in these two sectors after a few months,” he said.
He said other stalled projects were also being pushed forward with defined timelines.
It is relevant to note that several apartment projects and two housing schemes, including Sky Gardens and Green Enclave of FGEHA in Bhara Kahu, have been facing inordinate delays.
According to FGEHA, a joint venture agreement for the Sky Gardens project was signed with M/s Commoners Sky Gardens on October 11, 2019, under a land-sharing model involving up to 11,000 kanals in Mauza Kathar and Mengal, tehsil and district Murree, near Bhara Kahu.
The project envisages the development of 5,754 residential plots with an equity distribution ratio of 70:30 between the joint venture partners. Commercial land has been shared at a ratio of 45:55 under agreed terms for utilisation and development.
Sources said physical progress stands at around 40 per cent for Phase I and 42 per cent for Phase II, indicating continued delays.
According to official documents, the priority area in Sector A has been completed and possession of 80 plots was handed over on July 3, 2025. Blocks G and D are expected to be ready for possession by March 2026.
In contrast, Green Enclave-I, launched in 2009, has faced years of delay due to litigation and disputes between the government and the contractor. Although work was restarted later, the project remains incomplete.
Other delayed projects include Kashmir Apartment Project, Lifestyle Afro Apartments and Skyline Apartments in Chaklala.
Regarding the Bhara Kahu schemes, the spokesperson said development work in Sky Gardens was ongoing, while Green Enclave remained halted due to issues with the joint venture partner. He added that negotiations were in the final stage to ensure an early restart.
He said work had resumed on the Chaklala Apartment project, contracts had been awarded for the Kashmir Heights project.
