Community boards fail to deliver

Published June 16, 2006

SWABI, June 15: Most of the citizens’ community boards in Swabi district are dominated by influential people and, according to local activists, they have failed to work according to the wishes of the people.

There were about 400 registered CCBs in the district and formation of more was on the cards, some of the activists said.

They alleged that funds provided to the boards for welfare of people was not properly used.

They said 25 per cent of each union council’s funds were allocated for the CCBs run by volunteers.

According to rules, in each union council there should be 10 CCBs comprising 25 members each.

Before the local bodies elections in 2005, the Devolution Trust for Community Empowerment had run a campaign for the formation of CCBs and utilisation of funds but the response of the nazims was not encouraging, the sources said.
