ABOUT 175 instances of maladministration, corruption, gross misconduct in the discharge of duties and responsibilities were listed against Mr M.A. Khuhro, ex-Premier of Sind by the Special Counsel, when the inquiry began before the Special Court of Inquiry in Sind Chief Court, Karachi, on Friday [June 4] … . The court consisted of Sir Abdur Rashid, Chief Justice Lahore High Court and Mr Justice Shahabuddin of the Dacca High Court.
The long lists of particulars were classified under 56 different heads covering 76 type-written pages, which were placed before the Court by Mr Parmanand Kundanmal, Special Counsel of the Court of Inquiry. Mr. A.K. Brohi, the defence counsel, made a “bare denial” of the “allegations”, challenged the validity of the Sind Governor’s Ordinance instituting the Special Court of Inquiry and claimed that it was ultra vires. … Among the specific charges made against the ex-Premier are: misappropriation of the Premier’s Refugee Fund and Premier’s Special (Kashmir) Fund … and lavish expenditure on furniture … and electrical fittings to the extent of Rs 104,755, [etc].
