TEHERAN: The Iranian Cabinet today [Nov 23] discussed a draft reply by the Premier, Ahmad Qavam es-Sultaneh, to the Soviet protest Note warning the Iranian Government of “grave consequences” which might follow the rejection by the Iranian Parliament of the agreement granting north Iranian oil rights to Russia. … [T]he Iranian reply refutes the five main points of the Soviet Note. The Soviet allegations and the Iranian draft replies are … as follows:

First, the Soviet charge was that the Premier delayed for one year the presentation of the oil agreement to the Parliament. The reply is that there was no Parliament in existence then, but as soon as it was convened, the oil agreement was … considered. …Thirdly, the Soviet accusation of “blatant discrimination against the Soviet Union in view of the still existing British oil concession in south Iran” was rejected by the Iranian Government. The reply insists that the south Iranian concession was granted when Iran was without a constitution and, therefore there was no possibility of consulting the Iranian people. — News agencies
