NEW DELHI: Indian Foreign Minister Swaran Singh today [Nov 13] said India was now considering the possibility of an upgrading of the talks with Pakistan on the delineation of the cease-fire line in Jammu and Kashmir to the level of higher Army commanders. If talks at that level failed, they might have to be followed by conversations at officials’ level, and, if necessary, at Government level, Mr Singh told Parliament.

… Mr Singh was answering deputies’ questions after making a statement on the talks in response to a motion tabled by the Jana Sangh chief, Mr Vajpayee, and some other right-wing Opposition members, in which he alleged Pakistan’s continued intransigence in the delineation talks, and charged that India had changed her stand during the talks to accommodate Pakistan. … The signatories of the right-wing Opposition motion also alleged that Pakis­tan was creating new difficulties in the talks, and was acquiring arms. — News agencies

[Meanwhile, as reported by news agencies in Beirut,] the Lebanese Government last night [Nov 13] called in the Army to maintain order in the country. It also banned public meetings and demonstrations not previously authorised. … The special military precautions did not, however, amount to the imposition of a state of emergency.
