ISLAMABAD, Dec 10: The Central Board of Revenue (CBR) has allowed payment of duty drawback on raw materials used in manufacture of goods for supply in the areas affected by the October earthquake for relief, rehabilitation and re-construction.

According to a notification issued on Saturday, the facility has been allowed against international tenders floated by various organization — Unicef, the UNDP, the WHO, the WFP, the CRC, GOAL, CARE and Euron Aid.

For availing the facility, the supplier shall present a goods declaration under claim of duty drawback to the designated assistant collector with a copy of the contract attested by the agency to whom goods are to be supplied, a copy of the invoice attested by the chamber of commerce and industry of the area and a certificate from the chamber concerned confirming the contracted price.

The goods declaration shall be machine-numbered and processed as per normal procedure.

The goods shall be examined on the premises indicated by the supplier and samples shall be drawn in the same way as done for export goods. The receiving agency and designated customs officer of the area shall certify the fourth copy of the declaration to the effect that the goods are received in full with the date of receipt.

The date for the rate of exchange and duty drawback shall be the date of filing of the declaration if the goods are delivered within seven days and that of delivery in other cases.

The duty drawback claim shall be filed in the collectorate where the goods declaration is filed within 120 days of the delivery and the supplier shall furnish a copy of the contract certified by the chamber of commerce and industry concerned, a certificate from the embassy of the country awarding the contract attested by the federal relief commissioner stating the full particulars of consignments supplied for earthquake relief and a certificate from the bank or authorized dealer in foreign exchange stating that the payment is made in foreign currency and the currency so received has been duly surrendered to the State Bank. Where the goods are excisable, the relevant excise application for removal form number and date shall be indicated on the goods declaration.

The duty drawback shall be granted in accordance with the rates and conditions laid down in notifications No.784(I)/05, 785(I)/05, 786(I)/05 and 787(I)/05 of August 6, 2005, issued under the Customs Act, 1969.
