LONDON: The British Cabinet … has invited the Viceroy, Lord Wavell, and the five members of the Indian Provisional Government — two Congress representatives, two Muslim League representatives and one Sikh — to come to London to discuss the basis of the forthcoming meeting of the Indian Constituent Assembly, cables … Reuter’s Political Correspondent.

It is understood that this step has been taken in view of the difficulties that have arisen in connection with the participation of the Muslim League in the Constituent Assembly which has been summoned to meet in Delhi on December 9.

…As political quarters see it, we are now at a point where India’s elected representatives will begin to draft a constitution the result of which will be to transfer all British authority to Indian hands. A fundamental basis of the British policy, it is recalled, has been that the transfer shall take effect if there is agreement between the Indian parties themselves and particularly between the two major communities. …The British Government clearly consider it imperative to bring the parties together on the eve of this attempt by India to frame a constitution for the Indians.
