Sialkot AC transferred a month after Ramazan Bazaar episode

SIALKOT: The Punjab government has transferred Assistant Commissioner Sonia Sadaf and posted her at Pind Dadan Khan (Jhelum district) with immediate effect a month after derogatory treatment meted out to her by Special Assistant to Chief Minister on Information Dr Firdous Ashiq Awan.
The SACM had humiliated Sonia Sadaf publicly during her visit to Ramazan Bazaar near Jinnah Stadium on May 2 last ostensibly over the assistant commissioner’s failure to receive Ms Awan. A video of the special assistant humiliating the officer went viral on social media.
Sources said the AC’s transfer from Sialkot was the result of Ms Awan’s annoyance with the officer after this incident. They said Ms Awan also expressed her displeasure over seeing substandard fruits on sale and also took notice of an old woman’s complaint about unavailability of sugar there. She told the officer that it was her duty to check everything happening over there and this was what she was paid for.
AC Sonia Sadaf did not respond to the calls by this correspondent to seek his version.

Humiliated? She was reminded of her duties by the SAPM,. Had the Civil servant accepted her mistake, the whole episode would not have taken place.

The process of recruitment of civil service officers and the unbridled power they wield is a legacy of our colonial past. Sooner we get rid of it the better it is. A person is serving health secretary and next day he assumes the charge of education secretary and few moths later he becomes head of LDA or NHA. Anachronism of worst kind. Biggest hurdle to the development of the country

A legacy of the past many decades of Purana Pakistan, the country unfortunately remain suffering from bad governance, even during well trumpeted Naya Pakistan, where any disgruntled politician displays his/her wrath on erring govt. servant for their failure to give a prodigal protocol to a visiting minister or an equivalent. True that our bureaucracy is still being run on an 1876 Estacode, designed & implemented by our past colonial masters but same is true of our rare breed of politicians too.

Bureaucrats together with Feudals and Mullhas are the biggest reasons for all the ills and corruption in Pak. It is amazing that no one gets fired or jailed in Pak, they just get transferred so they can take their corruption to another area.

AC sahiba did not respond to calls by your correspondent. Gives the reader a fairly good idea of who is shying away from accountability and responsibility.
The video which went viral on media did not show anything about the reception of the special assistant, rather only showed her displeasure at the substandard produce being sold to the general public.

Minister is right as there are certain protocols in every organisation and must be adhered to. AC also expects same protocols in her office as well by her subordinates. There is nothing absurd in it

I suggest that all new recruits must be retrained and their responsibilities towards public outlined during their training along with adverse consequences if they fail to perform. In my view, Ms Ferdous Awan has highlighted 'Safarshis' in the government offices that need an urgent review - more such cases will further expose planted offices.

The AC failed to meet Firdous Ashiq Awan's expectations. It could be attributed to incompetence, inexperience or complacency. She was at fault.
The SAPM treated the AC in a derogatory manner in front of public. She too was at fault.
Two wrongs never make a right. I believe there could have been a better way of handling the situation.

If this is the reason for transferring a budding CSS officer and Fulbright scholar as punishment, to an unattractive place, she should not be the victim of being at a wrong place at a wrong time. In that case, all other Assistant Commissioners should be secretly examined on same grounds and punished accordingly, it found lacking.

One aspect; PTI despite their claim couldn't get rid of protocol culture in their party. The annoyance of F A Awan may be the result of not receiving the expected protocol from the AC Sialkot. Second aspect; May be AC didn't like PTI and showed disregard being part of hostile bureaucratic lobby.
Lastly what was right cource of action; If AC was negligent of her duties, she should have been served with show cause notice instead of humiliating her publically.
