Delayed KE bill

MY K-Electric bill (Consumer No: AL299561) is regularly delivered late and, therefore, attracts a surcharge. The current month’s bill, for instance, was issued on Jan 15 with the due date of payment marked as Jan 21. However, the bill was delivered on Jan 23. How is one expected to pay the bill on time under these circumstances?

This is yet another example of KE pushing the consumers into a corner to fleece them for no fault of theirs. Can the KE or the ombudsman please help?
