Beggars and police

IT was expected that the anti-beggary unit in the police department will help reduce beggary in Karachi. However, it is observed that the officials of the said unit pick up the beggars from near mosques and in the markets only to leave them a few minutes later.

I say this because I have seen such episodes, with the same beggars doing what they do at the same spots 15-20 minutes after getting picked up by policemen. By the looks of it, money changes hands in those few minutes. Will the police chief do something about it?
