ISLAMABAD, Aug 11: A summary barring officers superseded by the Central Selection Board (CSB) from being considered for promotion the following year is awaiting the approval of Prime Minister Shaukat Aziz, officials in the Establishment Division said on Thursday.

Prime Minister Shaukat Aziz is likely to approve the summary after his return from Japan. The superseded officers would be eligible for consideration in the second year. The supersession policy is already being practised and officers superseded last year were not considered for promotion by the CSB held last weekend for recommending promotions to BPS-20.

The CSB was chaired by the Federal Public Service Commission chairman, Lt Gen (retd) Jamshaid Gulzar Kiani.

“The purpose of not considering the superseded officers the immediate following year is to give them sufficient time to improve their track record and be eligible for promotion in the second year,” an official explained and added that it would provide better opportunities to the more promising and dynamic officers to go ahead.

The summary suggests that the officers superseded twice would not be considered for promotion again, a move apparently aimed at removing the dead-wood in the bureaucracy. The review of the supersession and deferment policy was on the agenda of the last CSB.

In a related move, the holding of CSB twice a year for the respective grades is also on the cards.

This is anticipated to hasten the promotion process and clear the backlog. Only during the last CSB, cases of 432 officers from different occupational groups were considered for promotion to BPS-20.

“Such huge numbers put immense pressure on the CSB,” an official said and added that once these steps were approved, things would get more streamlined.

Meanwhile, the Supreme Court last year adjourned a case filed by a superseded officer Sohail Mian. No new date has been fixed as yet. This case has delayed the notification of officers promoted to BPS-20 last year.
