IN any developed society and/or viable governance there is no room for use of discretionary powers. Powers are only to be regulative. The two incidents of police officer’s transfers, one in Pakpathan and the other at Islamabad, caused not only an avoidable furor but also wasted precious hours of the judiciary and the executive.

Had the government resorted to the relevant rules (E&D Rules 1973, rules 5 and 6 thereof in particular) which require calls for explanation, in the first instance via a charge sheet/ show-cause notice, there would have been no need to exercise powers abruptly.

Then the thorough examination of the issue by the hierarchy concerned leaves no room for any other forum. And, above all, that will be an action according to the law or rules.
