PESHAWAR: The Khyber Pakhtunkhwa Assembly through a resolution demanded of the federal government and the Supreme Court of Pakistan to publicly execute the rapist and murderer of seven-year-old Zainab of Kasur.

The joint resolution was passed unanimously by the house after a detailed discussion on it by the lawmakers, mostly the women MPAs. The session was chaired by Speaker Asad Qaiser.

“Public execution of the rapist and murderer of Zainab will put a halt to such inhuman incidents and will save the children’s honour,” reads the resolution. The resolution was tabled by PPP lawmaker Nighat Oragzai.

She said that incidents of rape and killing of children in Punjab put the entire nation in the worst mental stress.

“Around 12 incidents of assault on children have been reported in Kasur but the Punjab government has failed to punish the culprits,” she said while tabling the resolution.

The resolution was also signed by Qaumi Watan Party parliamentary leader Sikandar Sherpao, MPA Miraj Humayoun, Naseem Hayat, Rashida Rifat, Yasmeen Pir Mohammad Khan and Uzma Khan.

Earlier, heated debate was witnessed in the house on children molestation in the country.

“Had the rapists and the video makers of the 280 children in Kasur been punished a year ago, today the honour of Zainab would have been saved,” said Ms Orakzai. She added that such heinous crimes would not occur in the society, if politicians had not protected the culprits in their constituencies.

Miraj Humayoun of QWP said that if Punjab police had taken timely action, the life and honour of the Zainab could be saved. “Unfortunately, the body of another five-year-old girl has been found in Mardan,” she added.

She said that she contacted the Mardan DPO several times for getting updates but police were not sharing information with her.

“As a society we need to study all aspects of the unnatural, un-Islamic and inhuman acts of child abuse, which has become very common,” said Aneesa Zaib Tahirkheli.

Azazul Mulk of JI said that in a country where Constitution was considered merely a piece of paper, such incidents could happen. He demanded of the government to publically execute five persons -- each one in four provinces and Islamabad.

“There are laws for each crime but the problems are in implementation,” said PTI MPA Nargis. She said that the rapist and killer of Zainab should be stoned to death.

MPA Amna Sardar, Fozai Bibi and Uzma Khan also participated in the debate.

Mufti Said Janan of JUI-F informed the house that a huge amount of the provincial kitty was utilized on the Oil and Gas Company but it failed to produce oil and gas.

Speaking on his call attention notice, he said that performance of O&GCL during the last four years was nil. His call attention notice was referred to committee concerned for detailed discussion.

Adviser to chief minister on population welfare department tabled three bills including The Khyber Pakhtunkhwa Judicial Academy (Amendment) Bill, 2018; The Khyber Pakhtunkhwa Rural Area Drinking Water Supply Scheme (Amendment) Bill, 2018; and The Khyber Pakhtunkhwa Protection Against Harassment of Women at Workplaces (Amendment) Bill, 2018.

He also withdrew The Khyber Pakhtunkhwa Local Government (Amendment) Bill, 2017.

The chair adjourned the session till Tuesday.
