Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz has written a letter to the United Nations (UN) secretary general highlighting Indian attempts to bring demographic changes to India-held Kashmir, said a press release from the Foreign Office.
The letter specifically points out the issuance of permanent residence certificates to non-residents, allotment of land to retired Indian army personnel, issuance of land to non-Kashmiris, the establishment of separate townships for Kashmiri pundits and settlement of West Pakistan refugees in held Kashmir, reads a foreign office statement.
"These efforts are being made to try to convert the Muslim majority in held-Kashmir into a minority to preempt the results of the (proposed) UN administered plebiscite," said the statement.
Aziz has stressed that the non-implementation of the UN Security Council resolutions is leading to a grave human tragedy in the held-Kashmir, added the statement.
"It is only by the implementation of the UN Security Council resolutions that we will be able to end the immense sufferings of millions of Kashmiris in the India-held Jammu and Kashmir and bring peace and stability to South Asia," the report quoted the letter.

I do appreciate the concerns. However, do all realize that thousands of Hindu Pandits and their families were driven out?
No doubt government of India mishandled the issue for decades. However waging a war on religious lines will not solve the issue.

India is scared and is allowing plebiscite; a blessing in disguise. Now to catch them in the act of changing demographics is a tough cookie, but once proven can swing the decision in the right direction. A very wise move by Pakistan, provided it works.

A good diversionary tactic for the ICJ. Muddy the real issues so the Kulbhushan matter gets sidelined. Well nobody is getting fooled here. Also this constant attempt to pacify the establishment plays a big role when making statements.

Modi has slowly and successfully changed the demography keeping everyone busy in back channel talk & Indus Water Treaty.
Modi is all out to overwhelm Kashmir in all aspects of its status and dignity. He has proposals to lease out land in J&K to outsiders through their local contacts for industrial development. It is a replica of the Business Model of British East India Company prior to the occupation of Indian sub-continent.
UN Security Council needs to take an urgent notice of the Indian designs. It is high time that UN comes out of hibernation on the principle of equality and self-determination and cautions India that her attempt would endanger peace in the region.
Pakistan should scrutinise the work of J&K State Subject Inquiry Commission, established to investigate the fake State Subject Certificates. (5 reports 2001-2013) Modi should not be allowed to enforce demographic changes to influence the outcome of Plebiscite in J&K.
