This is only a beginning. As things stabilize in Afghanistan, the Indian private sector will go invest a few billions. I assume this I billion will go into strngthening Afghan forces.

India should show real concern by accepting a couple millions of Afghan refugees. so should western countries. That will go a long way in solving afghan problems.

We can no longer trust Afghanistan. We should have just let them suffer when Russia took over their country. We were not capable of handling the large amount of refugees that came because of Zia ul Haqs misadventures. We must get rid of them now with no further extensions. This is painful for some Afghanis who are law abiding and contribute to this country, but by and large, we have had nothing positive in return other than misery, torture, drugs and crime. Afghanistan has been a time tested friend of India and deserves all the help to rebuild that country. I wish Pakistan stops looking this as a political game and gets together with the immediate neighbors to develop its economy rather than putting all its eggs in one basket- China!

This is an abject failure of Pakistan's foreign policy. After his swearing-in in September 2014, President Ashraf Ghani of Afghanistan approached Pakistan sensibly. He did not demand military operations against the Haqqani Network and other Taliban networks based in Pakistan because he knew Islamabad would never do that. Rather, he pleaded with Pakistan to bring the Taliban to the negotiating table. This strategy of pursuing peace talks did not yield the desired result for Afghanistan.

We have poverty and education needs at home that can use this $1bn. What is India going to get by sending this money to Afghan. It is a black hole for all kind of aid.

Switching over to short-haul fuel-efficient turboprop freight planes, transporting goods between Afghanistan and India would become faster and cheaper compared to trucks and would improve the diplomatic environment in the region.

India offered $ 10 bn line of credit to African nations, India given 1 billion dollars to Nepal and Vietnam, $ 500m to Mauritius. Today India is the seventh largest economy in the world. With around 7-8 percent growth rate it will become third largest economy by the time it celebrates its 75 years of independence in 2022. One billion dollar Indian aid to Afghanistan is to improve agriculture, health care and education. This will review Afghan economy and it will start creating jobs for its people. Once Afghanistan starts growing economically, all migrants who sheltered in Pakistan will return to their own country which will in turn drastically reduce burden on Pakistani economy. With this aid India is indirectly helping to Pakistan.

Food security bill has ensured food for all of Indians including huge subsidized food for people below poverty line. Rice is as much Rs 1 per kilo. I am not sure which starving Indians are the commentators referring to in their statements.

Except probably from nuclear weapon. Military strength can be increase by increase in size of economy.

The USA now and Imperial Britain in past did not spend large amount vis-a-vis their GDP. But because of large GDP even less spending vis-a-vis their GDP was a large amount.

India is also going in the same directiions and so does China.

The vIndian development investment in Afghanistan is more towards making their life better rather than strengthening their forces. And history bears testemony to this fact.

@faisal While there are a lot of Indians who are poor, the taxation rate in India is one of the highest. Everything we buy is so heavily taxed that for every INR earned we pay 50 paisa in tax (direct as well as indirect). Our poor will get better as the economy improves and as programs like skill India bear fruit. India is a country of opportunities and you have many stories of rags to riches. And our leader is a humble chai wallah who sold tea in a railway station.

People with the comments indicating poverty should read the facts first that Poverty is everywhere, even in China people sleeps on road.. So, Shall China stop aiding ? Also in US 15% of the population is poor, so US stop aiding too ?

I honestly think this money could have been put to better use by building motorway from Bangalore to Chennai. Pakistan has better motorway network than India. Google earth doesn't lie, zoom in 200km above earth!

If India is serious in helping Afghanistan, it should pick up couple of million Afghan refugees.

India, while it is providing USD 1 Billion to Afghanistan as economic assistance , it is already investing and inviting investments more than 10 times that amount in creating local jobs and infrastructure. @The end is near - In a democracy the Govt has various department which manage different matters...External diplomacy and internal issues belong to different department and each have their role play and a separate budget allocated for the same...Hence government departments just cannot focus on one area and ignore the others....There is balanced approach...Literacy and removing poverty and diplomacy are different department functions and should not be mixed..

@Abhishek Mishra Such investments are essentially round trip investments. The conditions are not made public, but Afghanistan is obliged to award contracts to Indian firms, who in turn, will create employment in India as well as Afghanistan.

Afghans are very good at accepting money and will do anything for money and then Afghanis dont take long to change loyalties. History is witness to that fact.

In reality India is least bothered by schools and roads in Afghanistan. Peace in Afghanistan means peace in Pakistan which is not acceptable to India at any cost. So expect this 1bn to be used for that and not for some other lofty projects.

India has its own poverty but its still helping afghan people who are in deeper abyss.. as far as pakistan goes it has higher Per Capita Income than India not to long ago now it would be half than that of India in few years

Now India's economic assistance to Afghanistan crossed $ 3 billion mark and this $1 billion offer announcement comes at a time when President Ghani had threatened Pakistan to close its trade route to Central Asia if Pakistan doesn't reciprocate.

Now this will make Afghanistan be be more aggressive in its approach towards Pakistan and there is possibility Pakistan may face more negatives on foreign policy fronts as there is also possibility that after Pakistan denied Afghanistan to open its transit to India it will now likely use a combination of Chabahar Port and Indian cargo planes as per requirement to send its good to India.

India can afford to do it, so it is doing. Pakistan can't afford to do it, so they are not doing it. It is as simple as that.

This aid is not going to do any good for Afghanistan. It will end up in the pocket of mercenary Afghan warlords to wage covert war against Pakistan. Of course, a part of it will go into the pockets of Afghan government office holders and a few small scale projects would be shown to gullible Afghan people as a symbol of Indo-Afghan friendship. These upliftment project would serve the purpose of eye-wash only.

Let me tell to all who are so concerned about this assistance when lot of people in India and starving. 1) We bieve in "vasundhaiva kutumbakkam" meaning entire universe is family, So Afghani are also our family. What's wrong helping your family? 2) Unlike Pakistan, in India no one feeds others. Each of us are capable enough to feed ourselves. 3) That doesn't take away the fact that there is need in India also. But a friend in need is a friend indeed. At this difficult time of Afghanistan we must support them. If it creates a little difficulty for us then so be it.

Indian govt has given enough schools to people, both public and pvt, enough hospitals, both public and private. There is enough space for entrepreneurship, if one wishes to opt for it, which includes financial support for start ups. There after it is up to people at large to use these opportunities, study, do jobs, or have their own business....everywhere support is there. But govt cant feed you...those who dont have capacity for whatever reasons, remain poor. The argument you are giving is very typical of Pakistan...that's what they expect of their govt, dont want to pay taxes but want everything to be done by govt. I don't think, most of the part will be in cash from india's 370bnUSD forex reserve. Afghans will get Scania and Volvo busses made in India free. India also manufactures 4G compliant mobile phones. That Afghans will get. Network equipment manufacturer Nokia's CEO is an Indian and he will help build telecom infra in Afghanistan. India is also one of the largest manufacturer of passenger vehicle. You will get Toyota and Maruti-Suzuki cars free.Petrol and diesel Afghanistan has to get from Iran or Saudis.

There's no starvation at all. I agree there's lack in infrastructure development like express ways and high speed trains etc. Metro rail is there in 4-5 cities and around 10 cities will complete it in a year or two . This government intended to build world class infrastructure and that will be done near future.

I am a British citizen of Afghan descent, and have to say a lot of people from Pakistan have quite a distorted view of the state of the Indian economy. When I visited India last year, I was taken aback to see how advanced many parts of India are. Mumbai and Delhi airports are as modern and swanky as any of the major international airports. These cities and the people in them look very developed, very similar to many of the East Asian countries. There were certainly no starving people on the streets as many of our Pakistani friends seem to think. I think the poverty in India is more confined to the rural poor, but the smaller cities in India are also now rapidly developing. I am personally not surprised that India can now afford to give $1 billion in aid.

Today the state where I live in, BPL families can purchase rice for 1 Rs (Just one rupee) a kilo and blue collar workers can get lunch in the state canteens for 5 Rs. The cliched use of starving is a self serving fallacy. Today in India people die more from poor sanitation and water borne diseases than lack of food. India really made giant leaps in food production. India is the second largest after USA in terms of farming land, China is 4th. One last thing, India has 60% arable land, in contrast Pakistan which has 47%.

It is the only region which can guarantee a safe passage to Indian access to the central Asian republics. But it is conditional on the point that there must be a peace in Afghanistan. CPEC is not any aid to Pakistan. Investment will yield you a return whereas aid won't. Chinese are certainly way more smarter than any other nation in the world. Most of their projects are investment projects where they make money out of money and use those returns for the welfare of their people unlike Indian Govt trying to make only political gains.

why dont india accpet 5 million refugees from Afghanistan to show real support. Pakistan have raised 2 generations of afghans in last 3 decades. Can you see the reality here. Money will go only into corrupt politicians of Afghanistan.

In the entire decade of the 80's American's spent 100's of billion dollars on Afghanistan and in return they got 911, post 911 American's spent billions of dollar and finally now they are bailing out of Afghanistan. Good Luck India.
