PAKISTAN is going through a critical phase of flooding and a water crisis at the same time. Thus, it would be wishful thinking to believe that everything will become all right without resorting to institutional reforms.
One facet of this reform should be encouraging competitiveness in the service delivery of the NDMA and the PDMA, the reward being maximum capital utilisation and community involvement. Dependence on foreign assistance should be shunned.
The designing and manufacture of machinery and the commissioning of major repairs of the existing water storage infrastructure should be entrusted to young engineers. For this task engineers from leading Pakistani universities should be recruited biannually. This will help expand the country’s technological base.
