ISLAMABAD President Asif Ali Zardari has approved the recommendations of the reconciliatory committee for Balochistan that includes rebuilding, reconciliation and re-allocation of natural resources to what the PPP said would be a 3-R strategy for resolving all the long-standing issues in the province.
The reconciliation committee was formed by PPP before the election to the office of the president and is headed by President Asif Ali Zardari and their members include Senator Raza Rabbani, President PPP Balochistan Lashkar Raeesani and some parliamentarians including Ijaz Jakrani.
Secretary of the reconciliation committee Senator Dr Babar Awan told a news conference here on Sunday that the PPP would take all stakeholders on board and would include all Baloch nationalists in dialogue besides redistributing the natural resources in the province according to 1973 constitution.
He said a Jirga of Baloch intellectuals including civil society, owners of newspapers and elders had been invited to Islamabad on October 30 or 31 in which President Asif Ali Zardari would also participate
In order to practically implement the 3-R strategy for resolving the resentments of Baloch people over many issues, a road map has been prepared that include process of a composite dialogue in five phases.
Explaining the process of dialogue, Dr Awan said that after the recommendations of all parties provincial (Balochistan) parliamentary committee and an all parties national parliamentary committee, some lego-constitutional amendments would be made in order to redistribute the natural resources among the people of the province according to their legitimate will.
He said that the damaged or destroyed government institutions, schools and other infrastructure would be rebuilt in the province after taking all stakeholders on board and acknowledged that the past regimes had `mercilessly` treated the Baloch people.
`I wonder as to why Mehr Garh which is home to the oldest civilizations in the world is still lying bulldozed and nobody has tried to rebuild the historical asset. We have vowed to revive the true culture of Balochistan,` he added.
He said that the people who were displaced during the last nine years in the province would be rehabilitated in order to remove the impression that the federal government was discriminate to the issues in Balochistan.
The reconciliatory committee has submitted its report to President Asif Ali Zardari after holding four days Jirga with stakeholders at the residence of Wazi Ahmed Jogezai and Balochistan Press Club.
Dr Awan said that over 7,000 law enforcers deployed in cities in the province had been replaced with civilian law enforcers besides withdrawing 1,000 politically motivated cases against Baloch leaders.
The report submitted to the president also includes release of 830 political activists who were languishing in jails including family members of Mengal, Marri and Bugti trubes.
To a question, Senator Awan said that the government had for the first time prepared a feasible road map for the solution of lingering issues in Balochistan, however, he declined to comment when he was asked as to why the reconciliatory committee failed to take the Baloch tribes in confidence on other issues.
