KARACHI: Merit key to civil service reforms
KARACHI, May 15: The chairman of National Commission of Government Services Reforms, Dr Ishrat Hussian, has said that the role of a stable public service commission and element of merit in postings are of basic importance in the civil services reforms.
In this regard, the strategy to be adopted in consultation with federal, provincial and district government functionaries could guarantee positive results, he said.
He made these observations during a detailed exchange of views with Chief Secretary Fazalur Rehman, Additional Chief Secretary Development Ghulam Sarwar Khehro and provincial secretaries at Sindh Secretariat here on Monday.
In this regard, he emphasised that performance evaluation was an effective and practical point. He invited the provincial administration to provide their written recommendations and suggestions to ensure formulation of effective civil services reforms and their implementation under a coordinated strategy.
Dr Ishrat Hussain highlighted significant aspects of transparency and good governance in the backdrop of aims and objectives of reforms and desired results.
Welcoming Dr Ishrat Hussain, the chief secretary spoke about the performance of administrative departments and their problems and stressed upon the need for stronger relationship between federal, provincial and district governments. He was emphatic that service delivery system could be made effective and functional under the supremacy of law.
He emphasised upon institutionalisation of financial responsibilities and assured full cooperation on behalf of Sindh administration in connection with civil services reforms.
The discourse was participated by secretaries of law, works and services, general administration, implementation, environment, forest, provincial coordination and wildlife, health, women development, cooperative, local government, finance, member board of revenue and director-general coastal development authority.—APP
