PESHAWAR, April 9: The administrative affairs of the Capital City Police seem to be marred by the ongoing tussle between the NWFP police chief and the head of the city police.

Many police officials, including seven senior officials, who were sacked by the head of the Capital City Police, Mr Tanveerul Haq Sipra,  on the charges of corruption and negligence during their official duties, were not only reinstated by the Inspector-General of Police, Saeed Khan, but some of them were promoted to senior ranks.

Sources in the police told Dawn here on Wednesday that the IGP had been creating problems for the CCP head to oust him from the post. But the Muttahida Majlis-i-Amal government, owing to the honesty of Mr Sipra, wanted to retain him on the important position, they added.

The tussle started when Mr Sipra, allegedly, in a bid to improve efficiency and dealing of police officials, suspended officials of various police stations on charges of inefficiency and corruption.

Six out of the seven senior police officials, who were suspended by the CCP chief since he took over the charge on Dec 15, last year,   were not only restored by the IGP, but some of them were promoted before even the completion of departmental enquiries against them.

Mr Sipra had suspended the SHO, Bhana Mari police station, Sub- Inspector, Hassan Khan Marwat. The SHO was accused of freeing senior members of notorious kidnappers’ gangs, Siyal and Mujahid groups, after taking bribe from them. He was also accused of inefficiency.  

The IGP, on the recommendation of Senior Superintendent of Police, Charsadda, Dr Ishtiaq Marwat, not only reinstated Hasan Khan, but also promoted him to the rank of Inspector. Mr Hassan Khan is currently serving in the police lines.

The SHO, Matani police station, Shahnawaz Khan, who was suspended from the service by the CCP chief, was also reinstated and promoted by the IGP and was posted as SHO, Daudzai police station.

The CCP chief had also suspended the SHO, West-Cantt police station, Sohail Marwat, on charges of inefficiency. A departmental enquiry was initiated against him on the charges of failing to control car-lifting incidents in his jurisdiction. But the IGP  reinstated him and he was posted as SHO in Charsadda district.

SHO, Jehanzeb and Assistant Sub-Inspector, Saleh Mohammad, of Pishtakhara police station, along with many other police officials, were suspended by on Jan 7, by Mr Sipra, as they had allegedly failed to check a kidnapping incident in which a 13-year-old boy, Ismail  Yousuf, was kidnapped from the Ring Road. later, the IGP reinstated these officials and posted Jehanzeb as SHO in Charsadda district. 

Another SHO of the Hashtnagri police station, Riaz Khan, was suspended on the charges of receiving Rs25,000 as bribe from an outlaw. The CCP chief had suspended the SHO, on the spot, along with a constable and a Mohrrar of the police station, after recovering the amount. But the very next day, the IGP reinstated the SHO, even without completing the departmental enquiry.
