ISLAMABAD, Dec 4: The inquiry report in the annual confidential report (ACR) scam of the establishment division has incriminated only the junior officials, Dawn learnt through reliable sources.

The sources said the inquiry exonerated one of the serving members of the Federal Public Service Commission (FPSC) of the charges while incriminating the private secretary of the secretary establishment.

Khalil Chaudhry, the private secretary, has been transferred to the population welfare division as section officer by the secretary establishment with immediate effect after the inquiry conducted by Asghar Mehmood, an official of the police group, found him guilty.

Officials in the secretariat expressed surprise that the reporting officer, a member of the FPSC and the then additional secretary establishment, who had written the ACR twice, was not questioned as co-accused. On the other hand, Khalil Chaudhry has been punished for duplicating the ACRs of the joint secretary.

The sources said the concerned reporting officer submitted the ACR to the secretary establishment in violation of the procedural rules.

According to the rules, the ACR should have been sent through the countersigning officer to the PD Wing. The report was instead sent to the secretary establishment with a covering letter by the reporting officer, the sources said.

Interestingly, the sources said, the reporting officer was given the benefit of doubt that he was ignorant of the fact that he had already written the ACR of the joint secretary.

The sources said the PD Wing did not remove either the present or the past ACRs from the dossier of the joint secretary, resulting in the scam coming forth. It was noted that duplication of the ACRs had no effect on the cumulative ACR quantification of the said joint secretary, the sources added.
