KARACHI, March 29: The district governments in Sindh have failed to evolve any policy with regard to citizen community boards and it has resulted non-utilization of development funds of millions of rupees during current fiscal year.

Revealing this in a progress report submitted to the governor and the chief minister on Saturday, provincial minister for planning and development, Syed Shoaib Ahmed Bukhari, stated that block allocation of Rs1187.230 million was placed at the disposal of district governments in ADP 2002-03 for new schemes.

According to the Sindh Local Government Ordinance 2001, the Citizen Community Boards were allowed to take their share of 25 per cent from the district governments.

The minister observed that three quarters of current fiscal year were over and the last one was running to be concluded, but there was no utilization of funds to the tune of Rs3.00 million by the CCBs, and It seemed impossible that the funds could be utilized in such a short time.

The minister noted that the local government had to move a summary for seeking a policy decision for CCB schemes, utilization of unspent funds earmarked for the CCBs, but they had failed to get the decision sought even after being reminded by the planning and development department on February 26 last.—PPI
