Tax reforms to complete by 2006

ISLAMABAD, March 10: Tax authorities have finalized schedule for comprehensive tax reforms strategy to be completed by 2006.

According to official sources, the strategy had been finalized with technical assistance of international consultants hired by the Central Board of Revenue (CBR).

Final briefing, in this regard, would be given to the officials of International Monetary Fund (IMF) during their current visit to Islamabad.

Under the proposed reform strategy, the officials said, the tax authorities would finalize the tax audit functional organisation design within this month, which would be given final touches by end-June this year.

The human resource management wing of the CBR would write position descriptions for employees by end-June this year; determine staffing by location, develop a redeployment plan for use with personal and develop regulations & procedural manual by end September this year.

The training and education of the employees of the tax administration would be completed by end of this year and its implementation would start from next year, said the officials.

Under the risk management selection system, the officials said that tax authorities would establish and implement a short term risk management system (including procedure and communications) by end June this year; make annual improvements based upon experience and data analysis by end-June 2004.

The tax authorities would also establish and implement a mid-term risk management system (including procedure and communications) by end of June 2005.

Under the proposed reform strategy a training plan for inspectors would be developed by end-June this year.
