KARACHI, Feb. 1: The city district government is violating rules by allowing use of roads, footpaths and amenity plots on a rental basis.

Defending a constitutional petition filed by concerned citizens of Karachi, the defunct KMC had submitted in writing that it would not allow use of any amenity plot for any other purpose. The rules and regulations of the corporation also prevent any other use of an amenity plot.

Insiders said that some minutes have been approved by the city government under which footpaths along busy roads and crowded markets have been transformed into ‘Special Hawkers Zone’.

One such zone has been established in Hyderi area where challans have been issued.

According to a challan, a rent of Rs 1,000 is being charged and a sum of Rs 12,000 was required to be deposited by a stall-holder as an advance rent for one year. The challans are filled in such a way that the cabin number and NIC number of the holder are not mentioned in it.—APP
