ISLAMABAD, April 8: A commission constituted by the Islamabad High Court (IHC) to probe alleged corruption in the mega projects of the Capital Development Authority (CDA) on Monday submitted its sealed report to the chamber of Justice Shaukat Aziz Siddiqui.

On September 10, 2012, while hearing petitions against alleged allotments of land and awarding contracts of development projects to the favourites of the then government, Justice Siddqui had constituted the commission headed by former Supreme Court justice Sardar Raza Khan.

Sources in the commission told Dawn that while examining over 20 projects it had identified a number of CDA officials involved in ‘dubious dealing’.

The projects included construction of the I.J.P. Road, allotment of a plot to a private firm for the construction of a five-star hotel near Convention Centre, allotment of an additional plot to Centaurus Complex for a grid station, contract of the Rs7.5 billion light-emitting diode (LED) project and the Kuri model village project.

The sources said during the scrutiny the commission had found irregularities in the allotment of the plot to the private firm where it built a multi-storey shopping plaza and the LED project.

According to the sources, a senior CDA official awarded the diplomatic shuttle service to his close relative after fixing the fare for the one kilometre ride at Rs500. The contractor is not providing the facilities in accordance with the contract.

The commission also pointed out CDA negligence in the Park Tower extension and observed that due to the negligence of the officials the owner had sold the apartments without paying even a single penny to the civic agency. It also expressed apprehensions that the owner of G-9 cinema plot would also vanish after selling the shops if the authority did not take timely steps.

The sources said the commission had also found the role of some senior CDA officials in extending favour to Bahria Enclave by providing it access from Park Road on the state land.

The report will be taken up when the registrar office fixes the petitions before Justice Siddiqui. A senior IHC official told Dawn that the matter would be fixed for hearing during the next week.
