NEW DELHI, Dec 10: Indian President APJ Abdul Kalam accused Pakistan on Tuesday of waging a proxy war against his country, which he said was far more serious than an open conflict as it violated the ethics of conventional war prescribed by the United Nations.

Pakistan denies Indian charges that it arms and trains Muslim groups fighting Indian rule in Kashmir.

Press Trust of India quoted Kalam as expressing India’s concern that the world was not taking notice of the cross-border terrorism faced by it.

“The proxy-war waged by Pakistan was far more serious as it defied even the ethics prescribed by the United Nations for a conventional war,” Kalam was quoted as saying at a function to mark the International Human Rights Day.

“At least there were war ethics outlined by United Nations and other human rights watch-groups but in a proxy war, there was no code of conduct resulting in several innocent people becoming the victim of it and suffering due to it,” Mr Kalam said without naming Pakistan.

The function was organized jointly by National Human Rights Commission and UN Information Centre, New Delhi to mark International Human Rights Day.

Outlining a four-pronged strategy for creation of “standard human beings” which was the only solution to deal with unwanted conflicts and terrorism, which the world was facing in the present scenario, Mr Kalam said these were education with value system, religion graduating to spirituality, economic power and responsible judiciary.

“If children, who are the future of any country, are imparted value-based education, they will perform and will have a good base for growing into “standard human beings,” he said adding religion and science both together should work for the betterment of society.
