With eye on China, India tests new long-range missile

BHUBANESWAR: India on Thursday successfully test fired a new missile capable of delivering a one-tonne nuclear warhead anywhere in rival China, marking a major advance in its defence capabilities.

Watched by hundreds of scientists, the Agni V was launched from a test site off the eastern state of Orissa.

India views the rocket, which has a range of 5,000 kilometres, as a key boost to its regional power aspirations and one that narrows -- albeit slightly -- the huge gap with China's technologically advanced missile systems.

Prime Minister Manmohan Singh and Defence Minister A K Antony congratulated the nation's defence scientists on the “successful” launch, with Antony calling the achievement “a major milestone in India's missile programme”.

The test leaves India knocking at the door of a select club of nations with inter-continental ballistic missiles (ICBMs), which have a minimum range of 5,500 kilometres.

Currently only the five permanent members of the UN Security Council -- Britain, China, France, Russia and the United States -- possess a declared ICBM capability.

“I am announcing the successful launch of Agni V... making history and making our country proud in the area of missile technology,” V K Saraswat, head of India's Defence Research and Development Organisation (DRDO) which made the missile, said.

He said India was now a “missile power”.

DRDO spokesman Ravi Gupta insisted the Agni V was a “non country specific” deterrent, but analysts noted it extends India's missile reach over the entire Chinese mainland, including military installations in the far northeast.

Agni, which means “fire” in Sanskrit, is the name given to a series of rockets India developed as part of its ambitious integrated guided missile development project launched in 1983.

While the shorter-range Agnis I and II were mainly developed with Pakistan in mind, later versions with a range of 3,500 kilometres -- are perceived as China-centric deterrents.

A team of 800 have worked on the indigenously developed Agni V over the last three years, using new materials and technology to build motors capable of increasing the propulsion and speed of the new missile.

“Firstly you have a phenomenal range so every single significant city -- Beijing, Shanghai -- will come within its range,” retired Air Force officer Kapil Kak from the Centre for Air Power Studies in India told AFP.

“Secondly, it has a very, very high speed compared to previous missiles...But the key issue is that this missile can be pushed to 8,000 kilometres.

“The significance there is that India then demonstrates the capability to make an ICBM,” he added.

There was no official reaction in China, but the state-run Global Times newspaper warned India “should not overestimate its strength” in an editorial published on Thursday.

“India should be clear that China's nuclear power is stronger and more reliable. For the foreseeable future, India would stand no chance in an overall arms race with China,” it added.

The two Asian giants, each with a population of more than one billion, have prickly relations and a legacy of mistrust that stems from a brief but bloody border war in 1962.

In public, their leaders stress that trade is booming and that the world is big enough to accommodate both of them as they develop economically.

China's military arsenal is far larger and far more technologically advanced than India's, which is why the Agni V is so important, according to Monika Chansoria, a senior fellow at the Delhi-based Centre for Land Warfare Studies.

“What this missile does is enable India to upgrade its present strategic posture towards countries like China from one of dissuasion to one of credible deterrence,” Chansoria said.

Shannon Kile, an expert on nuclear weapons at the Stockholm International Peace Research Institute (Sipri) think-tank, said Agni V was partly a “prestige” development for India, supporting its aspirations to be global player.

The Agni V test came just weeks after India returned to the elite group of countries with a nuclear-powered submarine when it inducted a new vessel leased from Russia.

I am an Indian and I do feel proud of this achievement. What I am about to state might be a point of agreement with my Pakistani friends. Imagine.......India, Pakistan and China......three Asian powers having world class armies, navies, air force and nuclear arsenal......imagine the power that we three neighbours hold and (i say) the responsibility of entire asia on our shoulders. The entire globe fears one thing and that is what we don't have....unity. Once we are able to solve our problems within ourselves and unite in building a strong Asia, we won't need someone else dictating terms to us. I pray for the day when Pakistan, China and India would be in total confidence of each other.

As long as we realise that we both nations are losing valuable money which otherwise could be used for uplisftment of people due to mistrust, entire population of 1200 millions plus 250 millions could get benefitted. Better late than never, Gen Kayani made a great statement just yesterday that we are fighting for a ice glacier where people cannot even survive and spending money and human life un necessarily. The good news for Pakistanis from this is it will reinforce the importance of a democratic setup for achieving military might. If the Political establishment is prudent enough they can use this to reign in the over-ambitious Army and its minions. Dictatorship and security state can take you as far as painting someone else's missiles with your paint & calling it yours. If you want to build your own capabilities then you must allow democracy and let Citizens develop and contribute their talents.

One of the US strategy to contain the rise of China , is to place India against it. The strategic alliance between US & India is a part of the US strategy. US is using India against China. I respect your view Richard,I'm a Pakistani but I have lived in United States for over 32 years.Here we live together,shop together,go to the movies together,and believe me,we even hang out together.My doctors are Indian.I see Pakistani actors,singers performing in India,they are given great deal of respect by the Indian film and music industry.So if the people can do it,so can the governments.No one can ever tell if they are looking at a Pakistani or an Indian.Only seperated by the faith,which by the way is a choice we make according to our beliefs.I don't know about China since you guys don't get along and we use them to tick off the Americans lol.But if Pakistan and India can be friends,then China can play along as well.But there are issues,we (both countries)continue to out do one another and continue to poke our nose where it does'nt belong.May Pakistan and India be friends agai.That right there is a force to be reconed with my Indian friend.Let all our prayers come true.I hate seeing people suffer whether they are Pakistani,Indian or otherwise.

The kind of democracy people talk about is only seen in countries like USA,places like Pakistan and India,they will never have such democracy,government rules,corruption will always be around and these governments will never be able to control what goes on the streets,offices,businesses and so on.I agree India is considered a democracy,but what good is it when 8 out of 10 people have no jobs,no money,no food.Democracy is suppose to bring equality of some sort,like a middle class.The ratio is maybe 96% to 4% on a good day.Thats 96% don't have 2 dimes to rub together.

Pravin, Poor school facilities are a real problem. Forget the non-metro areas, even the metros have majority of the children out of school or studying in really poor quality schools. All our chest thumping will not help those kids. Our global businesses are starved of good talent as most of our university graduates are unemployable.

India had the greatest difficulty getting till agni 5 and it does not have technology for more .It cannot develop more as it does not have capacity and it is costing thousands of crores which spent on poor would be better and increase more tension unnecessarily with the next super power China,which is not needed.

I as an Indian do not identify myself along side Pakistan China or Russia for that matter.. We are secular socialist democratic republic with multilingual multicultural and multiethnics fibres.. On the otherhnd Pakistan is a theocratic Islamic state, china is a autocratic communist state with no respect for human rights and Russia is a mafia state.. They may be geographically closer to us but ideologically they are continents apart.. We as India find ourself more comfortable standing along side US and Europe, than our Asian neighbours.

Bhai , Now it is 21 st century, wake up ...come out of hate rate of 20 th century...against India and DO REAL ( not verbal) support to INDIA to be real super power for coming years..If HAPPENS ( will happen), May be not first crop -fruit but at least Second crop-fruit will go to Neighbours as neighbourhood countries( e.g. Canada getting from US) This is unwritten factual assurance. Educate yourself please.....!

may more of your clan increase Fayyaz. Yes Indeed we are brothers until British divided the country in 1905 first in Bengal and seeded mistrust in us. Before that to my knowledge there was no Religious fights Between Indians (hindus and islamic converts both forced and by sufi saints)

India always look for friends .. neighbors must be friends .. But how can we indians forget the attacks from Pakistaan and china on our motheland. Pakistaan attacked many times (however always defeated) and China attacked india and beated india very badly (sad but true) .. So india must take this kind of major jumps in order to maintain security. Friendship always exist and should be b/w equals (thats what we indian are trying to do .. being equal in power.) Hindi-chini bhai bhai k naare lag rahe the tab china ne attack kiya tha.. we can never forget this..

Atleast it's better than 99.98% Pakis living in darkness and in extreme poverty. I am not happy to note this tragegic sitauation in Pakistan but am sad-- God Help Poor Pakis because Mr. 10% President and his protoges have lookted the poor innocient people of Pakistan!

First of all, Pakistan is different and China is different. You being a pakistani, dont try to be a better Chinese than the Chinese themselves. Long time back i remember Pakistanis saying, America is the only country which can help India in resolving its issues with pakistan and seems you guys lately embraced China.India is not ready to hear all this bullshit, and as far as Kashmir is concerned, its only a dispute between India and Pakistan. Then India never had a history of acting like a pawn of some third country, and it is only pakistan had that history and tried and encouraged the outsiders involve in South Asian affairs. I can see the shivering in your post of the threat posed by your new master China, because of this new missile of India.If Pakistan is honest in resolving its disputes with India, it dont need to run for support from another enemy of India or for some terrorists organizations and these kind of acts only displays its intimidtion tactics. Its not the fault of India(which itself was formed by the amalgamation of smaller units) for the relatively smaller size of its neighbours, and India have enough problems to take care of. Also very few neighbouring countries of China, consider China as friendly and even Pakistan had to pay a price of some land which it occupied illegally from India to China to have good relations with China. If Pakistanis want to go by that formula, there is a huge chance of India becoming the closest frined of Pakistan if it handovers the POK, Gilgit and Baltistan areas to India, like how it handed over a part of Baltistan to China.

Moment of truth for Pakistanis is imminent. If Pakistan is unable to demonstrate another longer range missile, it will prove that their previous missiles were imported from China which is already in speculation. Pakistani government will keep on saying that: (1) They don't need a 5000km missile, (2) They don't need a nuclear-powered submarine, (3) They don't need an aircraft carrier. These assertions are nothing but an effort to cover up their inability to field such equipments. The truth is, for Pakistan, these equipments are needed to stand their pride. But they will not be able to do so. This is because, their economy is on the verge of destruction, government is plagued by corruption and incompetence, and, citizens are more eager to do jihad rather than saving them from imminent collapse.
