HYDERABAD, April 1: Noted jurist Barrister Zamir Ghumro has said that elements claiming to be owners of Karachi and talking about creation of a new province by bifurcating Sindh are living in a fool’s paradise.

“The Constitution is very clear on the issue. It does not allow creation of new provinces,” he said.

Mr Ghumro was speaking on “The situation in the country and Sindh and future” organised by Sindhi Shagird Tahreek in Qasimabad here on Sunday.

He said it was high time Punjab addressed complaints of other provinces, otherwise it would itself suffer the most.

He advised Punjab to support calls for implementation of the 1940 Resolution to end a sense of deprivation among smaller provinces. Consequences would be serious, he warned, if Punjab did not give up its obduracy.

Mr Ghumro said conditions laid down in the Constitution for rehabilitation of outsiders (in a province) were being openly violated.

The rule of law is the primary responsibility of the state and the representative government but since the state was weak it had failed to keep Karachi under control.

He said there was no government anywhere and jirgas were being held with impunity and waderas were thrusting arbitrary decisions on the poor.

The leader of Awami Tehrik, Rasool Bux Palijo, and president of the party, Ayaz Latif Palijo, also attended the lecture.
