ISLAMABAD, Feb 2: Departments and divisions left within the federal capital particularly education and health after the devolution of the ministries should be brought under one administrative head.
National Assembly Standing Committee on Cabinet Secretariat, which met in the committee room of the Parliament House on Thursday with convener Malik Nawab Sher Waseer in the chair, gave a unanimous recommendation in this regard.Those who attended the meeting were including Muhammad Tariq Khattak, Tariq Mehmood Bajwa, Nawab Abdul Ghani Talpur, Mehrin Anwar Raja, Mahreen Razaque Bhutto, Tariq Fazal Chaudhry and others.
MNA Chaudhry has said the matters relating to the departments of federal capital are haphazard as Pims hospital is under the control of Capital Administration and Development Division (CADD), medical college at Pims is under Cabinet Division and health units of rural areas are under the control of Ministry of Interior.
"Educational institutions are being looked after by CADD while it has no authority over Federal Board of Intermediate and Secondary Education (FBISE)," he said and added it should be recommended that all the departments which have been left in federal capital after the devolution of ministries, should be brought under one head.
MNA Mahreen Razaque Bhutto said that the deaths of cardiac patients in Punjab due to substandard medicine were the result of this confusion as no one was ready to take the responsibility of the tragedy. Therefore, she said, it was advisable there should be one supervisor of all the departments of federal capital because if that kind of incident took place, no one would accept the responsibility. Later, a resolution was prepared and it was unanimously recommended that all departments should be dealt with under one head.
The committee also took up Civil Servants (Amendment) Bill, 2011. During discussion, MNA Yasmin Rehman said that after devolution of the ministries, employees especially those who are special persons, were transferred to different provinces and far off areas but it was impossible for them to go there. They should be adjusted in federal capital or in their native districts; she said and added that she had a list of 19 blind employees who have been transferred to Kashmir and other provinces.
Additional Secretary, Cabinet Division, Tahir Shahbaz said that those transfers could be done by simple order and affected employees should contact rehabilitation council. But, Yasmin Rehman said that she had been trying to solve the problem for last one year but matter could not be resolved. At this, the committee approved the bill and sent it to the national assembly for further discussion.
Islamabad Capital Territory Educational Institutions (Regulation and Promotion) Bill, 2007 was also discussed in the meeting. Federal Directorate of Education's director briefed the committee that there were 690 private educational institutions in which 149,395 students were studying and 9,044 teachers were working in those institutions. When MNA Abid Sher Ali was head of the standing committee on education, all the recommendations were prepared and it was decided that all the private institutions would be regulated through authority headed by a chairman and even fees of the educational institutions should be fixed. While criticising it, MNA Donya Aziz said it was the right of the private schools to receive as much fee as they wanted. "If some one disagrees with the fee structure, one should not get his children admitted in those schools. Convener of the committee, Malik Nawab Sher Waseer said that some elements were creating hurdles in formation of regulatory authority and therefore, the bill in this regard could not be passed even after five years. Tariq Fazal Chaudhry said that committee should discuss the bill again in the next meeting.
In the meeting, the representatives of paramedical and non-medical staff of all the three hospitals of federal capitals who have been on strike for last one month were called to get briefing about their problems. Their representative Mazhar Abass Naqvi briefed the committee about their demands and the committee assured that their problems would be resolved in accordance with the rules and regulations.
