LARKANA, Oct 20: A Jirga imposed a conditional fine, amounting to Rs250,000, on two police officers for torturing a man in custody.

The two police officers would have to pay ten-fold if they were later found to be guilty of murdering the man.

The tribal court was held regarding the death of Mukhtiar Brohi, who had died in police custody on May 13, 2002.

Anwer, the brother of the deceased, refused to pardon the SHO Civil Lines, Ghulam Abbas Gadhi, saying he was his brother’s real killer.

The SHO did not appear to attend the Jirga’s proceedings.

The chief of the Jirga, Mohammed Amin Mengal, while announcing the decision, said that the two police inspectors, Fida Hussain Chandio and Sarfraz Paichoco, would have to pay the first instalment of the fine amounting to Rs125,000 by Nov 1 to the heirs of the deceased.

The second instalment of the fine is due on Dec 1.

The Jirga decided that if Ghulam Abbas Gadhi, the alleged killer of Mukhtiar Brohi, later named the two police inspectors to be involved in Brohi’s murder they would have to pay ten-fold fine to the deceased’s heirs.

Mukhtiar Brohi was picked by the Civil Lines police on May 8 on charges of robbing a shop.

Later, he died during police interrogation.

The deceased’s brother had lodged an FIR against three police officers, Fida Hussain Chandio, Ghulam Abbas Gadhi and Sarfraz Ahmed Paichoho.

All of the three police officers were in hiding since then, while Ghulam Abbas Gadhi was dismissed from service.
