KARACHI, Sept 22: A summary is being moved to Sindh Governor Muhammadmian Soomro for the promotion of some 100 officers in violation of the federal government directive, which states that such cases be referred to the Public Service Commission for the conduct of examination.

According to a report, the Sindh government has promoted 28 officers from grade 18 to 19 and 62 from grade 17 to 18 without complying with the instructions. They also include officials inducted directly by chief ministers exercising their discretionary powers.

The report has increased resentment among the officials of the District Management Group, who have to appear for exams before attending the NIPA training course for promotion to the next grade while the Sindh government has sent its two batches, including officials of the Provincial Secretariat Service, who are supposed to serve in the secretariat without appearing in the examination.

Already disappointed at the abolition of posts of assistant commissioner, deputy commissioner and commissioner, the DMG officials apprehend being deprived of their due right of postings by hurried promotions before the newly-reconstructed services cadre comes into force.

The new cadre of services has been structured by the National Reconstruction Bureau, keeping in view the future role of a public service motivated by the highest ideals of dedication, capability and responsiveness to the public needs.

These services would be independent as the National Executive Service, the Federal Service, the Provincial Service, the District Service and the Tehsil Municipal Service.
