ISLAMABAD, March 21: The armed forces personnel heading the departments under the administrative control of the Cabinet Division exceed the 10 per cent quota of the defence personnel in the civil services, record placed before the National Assembly on Monday revealed. The record, placed before the house in response to a question by MNA Dr Abul Khair Muhammad Zubair, showed that seven of the 15 departments and organizations under the administrative control of the cabinet division were headed by retired generals and air marshals, some of them holding only graduation or honorary masters degrees. In contrast to the qualifications held by the retired armed forces officials, the educational qualifications of the civilians were either from abroad or they had specialisation in the relevant field. However, the only exception in civilian appointments was a BA degree holder, Muhammad Riazuddin, appointed as head of the stationary and forms Karachi.
