BADIN, Feb 1: The people of Badin are facing difficulties in getting their property documents registered due to non-cooperation of the sub-registrars and tax recovery clerks who bully their clients for extorting “pocket money”.

Under the directives of the former chief minister, Arbab Ghulam Rahim, the rate of the town tax on the sale transactions of immoveable property did not exceed one per cent of the consideration of transfer of the property under Rule-3 sub-rule-2 of the local government rules tax on transfer of immoveable property.

The sub-registrars were directed to entertain the documents deeds etc. only if a copy of the paid challans of the tax on transfer of the property was attached as it was in the case of capital value tax (CVT) recovered by the federal government.

The challan copies of the CVT are made available easily everywhere in the city and even can be obtained from the stamp vendors and could be paid as per prescribed rate without seeking signatures of any officials of income tax department but simply after completion by the party making payments in the bank before presentation of the sale deed in the office of sub-registrar concerned.

In the past, the sub-registrars concerned were receiving the taluka and district council taxes and issuing the receipts before registration of the sale deed documents.

They complained that to obtain challan copies from TMAs offices for the payment to their own accounts has become a gigantic task as they hardly find the tax clerk available in the offices.

A number of people visiting the sub-registrars’ offices in Badin told this correspondent that earlier the sub-registrars were fleecing them but now they had to take rounds of the town offices to complete the formalities of their sale deed procedures which is nothing but an additional burden.
